Strategic Management and Operational Guidelines Advisor – Auckland based, secondment or contract position
 

The Pacific Association of Supreme Audit Institutions (PASAI) is the official association of government Audit Offices in the Pacific region. It has more than 20 member institutions (known as SAIs), and operates throughout the Pacific with a Secretariat based in Auckland, New Zealand.
 
PASAI adopted a Capacity Building Program to develop best practice guidance, training materials, and operational guidelines for its member SAIs. The program is designed to assist SAIs to raise professional standards, management standards, and staff proficiency in the areas of financial auditing, performance auditing, and office administration.
 
PASAI is seeking a suitably qualified and experienced manager (who can be hired directly or seconded from an SAI, ministry or department) to lead a working group in developing and introducing planning and operational guidelines.  These guidelines should help SAIs establish long term goals, strategic objectives, and corporate/operational plans. These guidelines will also assist SAIs in identifying, analyzing, and managing issues that will impact their plans.   Additionally, the advisor will assist the working group in preparing guidance about contracting for and evaluating the quality of outsourced audits.
 
Reporting to PASAI’s Executive Director, and based primarily in Auckland but with travel opportunities throughout the Pacific, the Strategic Management and Operational Guidelines Advisor will:
 
  1. Lead a working group (comprised of representatives from member SAIs) as they develop the Strategic Management and Operational Guidelines and provide guidance, and collect samples, and supporting materials as needed.
  2. Co-ordinate working group logistics with other PASAI consultants, the Capacity Building Advisor, and the Office Manager.
  3. Review, revise, and provide feedback as working group members prepare the guidelines.
  4. Manage the overall project, monitor progress, update the Activity Plan, and provide regular reports of working group’s progress to the Executive Director and others as required by PASAI’s procedures.
  5. Manage draft products (maintain version control) and work with the Capacity Building and Communications Advisors to finalize guidelines.
  6. Prepare and deliver related training programs (in coordination with the Capacity Building and Technical Support Advisors).
  7. Work closely with the Technical Support Advisor to facilitate the introduction and implementation of the PASAI Strategic Management and Operational Guidelines.
 
Consideration will be given to applicants with the following education and experience:
 
  • Tertiary degree with a focus on business, management, or finance – MBA or MPA desirable
 
  • Experience assisting public sector ministries or other government entities in developing and implementing strategic plans and improving contracting out polices
 
  • General knowledge of auditing and accounting principles and practices
 
  • Strong communication skills including presentation, facilitation and writing skills, preferably with some experience conducting classroom training
 
  • Ability to manage multiple tasks, establish priorities, meet deadlines and work with minimal supervision
 
  • Ability to engender confidence of management and team members and establish strong working relationships across cultural and geographical boundaries
 
  • Skills in using basic Microsoft Office packages – Word, Power Point and Excel
 
The successful candidate will also need to be an individual of high integrity.
 
This is a full time position that should commence in May 2012. PASAI will consider a one-year secondment arrangement or a fixed term employment contract. Opportunities may exist to extend the position for an additional time depending on funding agreements and program decisions.
