PASAI FINANCIAL AUDIT MANUAL [FAM]

A financial audit manual or FAM is useful to a SAI to apply a financial audit methodology consistently and to achieve high quality audits that comply with International Standards of Supreme Audit Institutions (ISSAIs) which is premised on International Standards of Auditing (ISAs).  Most Pacific SAIs find it difficult to develop their own manual and to keep it aligned with auditing standards, particularly given the rapid pace of change in recent years and the lack of resources and expertise in these developing countries.  At the 15th PASAI Congress held in 2015, the PASAI members agreed to adopt the AFROSAI-E (African Organisation of English Speaking SAIS) regularity audit manual to meet the needs of our member SAIs.

PASAI adopted the AFROSAI-E manual but developed Guidance Notes to assist SAIs and link the training material programs delivered to our members with this manual. This is an excellent reference tool for SAIs in the Pacific however PASAI encourages SAIS to customise this manual to their own methodology and practice that they carry out in their SAIs.

PASAI is considering a future program to provide assistance to SAIs to customise their FAMs.  PASAI will continue to update this FAM as the AFROSAI-E Regularity Audit Manual is also updated.
