PASAI director supporting audit on the Tuvalu Government’s payroll framework

Funafuti, Tuvalu: Program Director for the Pacific Association of Supreme Audit Institutions (PASAI), Susana Laulu, is in Tuvalu this week providing in-person technical support to the staff at the Office of the Auditor General (OAG).

Ms Laulu started work at the office on 28 September and is helping the OAG to maintain progress on a compliance audit of the government’s payroll framework. This is part of a cooperative regional audit that PASAI is jointly supporting 6 Pacific audit offices with.

Ms Laulu explained that since staff from the OAG attended an audit planning workshop in May of this year, the office has had personnel changes requiring remote support to build understanding of the subject matter and audit planning templates.

“I’m now here to ensure the OAG is able to finalise a plan for this important audit. Staff also attended the webinar on conducting fieldwork that I hosted this week for the benefit of all Pacific Island audit offices participating in the audit,” she said.

Conducting the audit requires liaising with the Public Service Commission, the Human Resources Department and the Treasury Department to determine whether the administration and implementation of the government’s recruitment and remuneration framework for public servants complies with applicable legislation, regulations, policy and procedural requirements.

Acting Auditor General, Vaieli Salanoa said Ms Laulu’s inputs and contributions throughout the week were well received and deeply appreciated by her office.

“Susana’s support enabled our compliance audit team to complete its planning stage work. She also assisted our financial audit and gender equality teams.

“We are very pleased with the support and look forward to welcoming her back to Tuvalu in the future,” Ms Salanoa said.

As well as providing technical support, Ms Laulu sought updates from staff on the OAG’s progress made following attendance at PASAI workshops earlier in the year on stakeholder engagement and operational planning.

PASAI acknowledges the support of the New Zealand Ministry of Foreign Affairs and Trade (MFAT) and the Australian Department of Foreign Affairs and Trade (DFAT).
